President Toroama Condemns AI Video
abg.gov.pg · 2025

Bougainville President Ishmael Toroama has expressed deep concern and disgust over the circulation of an AI-generated video depicting a fabricated altercation between himself and Papua New Guinea Prime Minister James Marape.

President Toroama warned that such reckless misuse of artificial intelligence and social media platforms has the potential to damage the hard-earned trust and mutual respect between Bougainville and Papua New Guinea.

"This video is not only false and malicious---it is dangerous," President Toroama said. "It threatens to undermine the ongoing spirit of dialogue, peace, and cooperation that both our governments have worked tirelessly to build."

The digitally manipulated video, which falsely portrays a confrontation between the two leaders, has been widely shared on social media, prompting public confusion and concern. President Toroama emphasized that while freedom of expression is a democratic value, it is also a privilege that carries responsibility.

"Freedom of expression should not be twisted through misinformation," he said. "These freedoms must be exercised with respect for the truth. Misusing AI tools to spread falsehoods not only discredits individuals but can destabilize entire communities."

President Toroama urged the public, especially content creators and users of emerging technologies, to reflect on the ethical implications of their digital actions.

He also called on social media platforms and regulatory bodies to take more robust steps in curbing the spread of misleading AI-generated content.

"As we move further into the digital age, we must develop a collective moral compass to guide the use of powerful technologies like artificial intelligence. Truth must remain the foundation of all communication, both online and offline," he stated.

President Toroama reaffirmed Bougainville's commitment to a peaceful and constructive path toward its political future and said such incidents must not derail the work being done to foster unity and mutual understanding.

The President also made a call to NICTA to get to the bottom of this video.
